Macon Housing Authority Meeting for Oct. 8, 2020

Agenda Items

Resolution: Amend Section 8 to Administration Plan Occasionally, people opt out of HUD contracts or are forced out of contracts When happens, HUD asks for TPV – Tenant protection vouchers Doesn’t happen often – at all. HUD has asked us to update our procedures. Passed unanimously.

Resolution: Approval of issuance of tax-exempt bonds for Green Meadows Project Scott Spivey: Series A and Series B bonds. Financing of purchase and rehabilitation of this community. Passed unanimously.

Resolution: Approval of execution of private enterprise agreement between MHA ad Green Meadows Project. Housing Authority is exempt from all forms of taxation. Passed unanimously.

Resolution: Approve execution of private enterprise agreement between MHA and Sandy Spring Development. Sandy Springs will be on our books and working with them in 2021 Already own property here and are approving agreement now. Passed unanimously.

Discussion: Resolution to approve application for bond inducements of revenue bonds not to exceed $60M .  This was a late addition to the agenda.

Financial Reports: Authority has received an extension for CARES funds – to December 2021. August financials in packet – no major variances.

Management Reports: Michael Culvert – Dempsey Apartments 194 units. As of August, positive cash flow and 98% occupancy.

Announcements/Discussion:

  • Otis Redding Foundation went to Tindall Heights and delivered books (RESPECT), school supplies and toiletries.
  • Homeless Coalition met today at 1:30 Seems to be more homeless people to downtown Not many more homeless people, but there are a lack of services .Daybreak is less able to serve during COVID. Coalition is trying to help people COVID/Flu Season/Winter is coming.
  • Crime Stoppers Press Conference. Many Sheriffs, GBI, attended 83% success rate when anonymous tips occur. MHA spoke of favorably.
  • MHA is closed to public at least through 12/31/20 (could be through 4/21). Mask protocol is enforced.
  • Next Meeting is November 12th via Conference Call.
